The HVAC Incentive Program is offered to commercial, industrial, governmental and institutional customers of FirstEnergy’s Pennsylvania utilities (Met-Ed, Penelec, Penn Power and West Penn Power). The Program offers incentives to encourage participants to install high-efficiency heating, ventilation and air conditioning equipment.

To qualify for incentive levels through this program, equipment must be new and installed after June 1, 2016.

Pre‐Approval Requirements

Program participants are encouraged to seek pre-approval before purchasing their proposed equipment to ensure it meets program requirements and is eligible for incentives.  If your project was completed or installed on June 1, 2016, or later and you did not obtain pre-approval, then you may apply for incentives no later than 180 days from the date of project completion (completion is defined as all equipment being installed and operable).

Equipment and Eligibility Requirements:

–   Eligible equipment must meet or exceed total system cooling efficiency requirements as defined in the table below.  Cooling capacities (in tons) listed in the table below are Air Conditioning and Refrigeration Institute (ARI) net capacities, not gross capacities.

–   Eligible systems include water cooled chiller systems with cooling capacities less than 1,000 tons.

–   Systems with multiple chillers, systems used for process cooling or systems used for low temperature applications where the leaving water temperature is less than 40°F are not eligible under the HVAC program. These projects may be eligible for incentives through the Custom Equipment program.

– Air-cooled electric chillers may be eligible for incentives under the Custom Equipment program.

–   VFD retrofits of existing chillers are not eligible for incentives under this measure.

Chiller Efficiency Paths:

–   Path A ratings refer to chillers designed to operate close to their full load cooling capacity most of the cooling season.

–   Path B ratings refer to chillers designed to operate at less than full load capacity for the majority of the cooling season.

How Do I Apply For Incentives?

Step 1 – The participant should complete and submit a HVAC Incentive Program application online and upload required documents through the application portal. The following documents are required for a pre-approval to be issued (if the project is already complete, applicants should also submit the required documentation listed in Step 3):

  1. Completed HVAC Calculator spreadsheet
  2. Manufacturers’ specification (cut) sheets for the proposed/installed equipment. Please highlight all relevant information, such as the equipment efficiency ratings.
  3. Completed and signed W-9 tax form for the incentive payee. The W-9 form must be current and dated within the last 24 months.
  4. If applicable, customers who wish to issue all or a portion of their incentive to a 3rd party should complete a Dual Incentive Payments form.
  5. Copy of utility bill to confirm account number and service address. If desired, the participant may obscure all cost and rate related information

Step 2 – The program administrator will notify the applicant via email when the review is complete and funds have been reserved.

Step 3 – Once the project is complete, the participant should review the approved application for any changes to the project that occurred during installation and make any needed corrections. The following final documentation should be submitted to the program administrator for review:

  1. Detailed, itemized invoices or proofs of purchase for the equipment installed
  2. Manufacturers’ specification (cut) sheets for any additional equipment installed (if applicable)
  3. Completed letter of attestation
  4. Revised HVAC calculator spreadsheet (this requirement is waived if no changes were made during construction).

Upon receipt and verification of all required documentation, the incentive check will be processed and mailed to the applicant or to an authorized representative, if requested on the application.
