Agriculture Incentive Program

The Agriculture Incentive Program is available to commercial and industrial retail service customers of FirstEnergy's Pennsylvania utilities (Met-Ed, Penelec, Penn Power and West Penn Power). The program offers incentives and information to encourage participants to install high-efficiency agricultural equipment related to milking, cooling, ventilation and water systems on farms.

  • Dairy scroll compressors
  • High-efficiency ventilation fans
  • High-volume, low-speed fans (HVLS)
  • Livestock waterers
  • Variable frequency drives on dairy vacuum pumps
  • Dairy parlor heat reclaimers
  • Low pressure irrigation systems

Effective Dates

To qualify for incentives through this Program, equipment must be new and installed after June 1, 2016.

Pre‐Approval Requirements

Program participants are encouraged to seek pre-approval before purchasing their proposed equipment to ensure it meets program requirements and is eligible for incentives. If your project was completed or installed on June 1, 2016, or later and you did not obtain pre-approval, then you may apply for incentives no later than 180 days from the date of project completion (completion is defined as all equipment being installed and operable).


Incentives available from the Program are limited to the total equipment cost. Only installation of new equipment is eligible for incentives under this Program.


Automatic Milker Takeoffs

Automatic Milker Takeoffs

Must replace manual takeoffs to be eligible. The vacuum pump system serving the impacted milking system must have a VFD installed.

$75 per milker takeoff

Dairy Scroll Compressors

Dairy Scroll Compressors

To be eligible, the new scroll compressor(s) must replace an existing reciprocating compressor(s) or be installed as part of a new construction project. Farms replacing an existing scroll compressor are not eligible.

High-Efficiency Ventilation Fans

High Efficiency Ventilation Fans

Circulation fans are not eligible, only exhaust fans are eligible for incentives through this measure and must meet or exceed the minimum efficiency requirements listed below.

Minimum fan requirements

– 14″- 23″ 12.4 cfm/W @ 0.1 SP

– 24″- 35″ 15.3 cfm/W @ 0.1 SP

– 36″- 47″ 19.2 cfm/W @ 0.1 SP

– 48″- 61″ 22.7 cfm/W @ 0.1 SP

High-Volume Low-Speed Fans (HVLS)

High-Volume Low Speed Fans

This measure involves the replacement of conventional circulation fans. High-Volume Low-Speed fans must be at least 16′ in diameter to move more cubic feet of air per watt than conventional circulating fans.

Livestock Waterer

Livestock Waterer

Purchase and installation of an energy-efficient livestock waterer that is thermostatically controlled and has a minimum of two inches of factory installed insulation.

$175 per waterer

VFD for Milk Vacuum Pump

VFD for Milk Vacuum Pump

Purchase and installation of VFD and controls on dairy vacuum pumps, or the purchase of dairy vacuum pumps with variable speed capability. Vacuum pumps with VFDs already installed are not eligible for incentives.

Dairy Parlor Heat Reclaimer

Dairy Parlor Heat Reclaimer

Heat reclaimers recover heat from the refrigeration system and use it to pre-heat water used for sanitation, sterilization and cow washing. Only dairy parlors with electric water heating equipment are eligible to participate. Equipment must be one of the following pre-approved brands or equivalent: Century-Therm, Pre-Heater, Heat Bank, Sunset, Superheater or Therma-Stor.

$400 per reclaimer

Low Pressure Irrigation System

Low Pressure Irrigation System

A minimum reduction of 50% in irrigation pumping pressure must be achieved to be eligible. Nozzle, valve or sprinkler head replacement, drip irrigation and alterations or retrofits to the pumping plant are all ways to reduce system pressure. Pre and post retrofit pump pressure measurements are required.

$0.05 per kWh

How do I apply?

Step 1 – The participant should complete and submit a program application online and upload required documents through the application portal. The following documents are required for a pre-approval (if the project is already complete, applicants should also submit the required documentation listed in Step 3):

  • Completed Agricultural calculator spreadsheet
  • Manufacturers' specification (cut) sheets for the proposed/installed equipment. Please highlight all relevant information, such as the equipment efficiency ratings.
  • Completed and signed W-9 tax form for the incentive payee. The W-9 form must be current and dated within the last 24 months
  • Copy of utility bill to confirm account number and service address. If desired, the participant may obscure all cost and rate related information.

Step 2 – The program administrator will notify the applicant via email when the review is complete and funds have been reserved.

Step 3 – Once the project is complete, the participant should review the approved application for any changes to the project that occurred during installation and make any needed corrections. The following final documentation should be submitted to the program administrator for review:

  • Detailed, itemized invoices or proofs of purchase for the equipment installed.
  • Revised Agricultural calculator spreadsheet (this requirement is waived if no changes were made during construction).
  • Manufacturers' specification (cut) sheets for any additional equipment installed (if applicable).
  • Completed letter of attestation.

Upon receipt and verification of all required documentation, the incentive check will be processed and mailed to the applicant or to an authorized representative, if requested on the application.
